The 228 has a 3034 naturally aspirated, four-cylinder engine producing 54 net horsepower (HP). It comes standard with a radial lift path and high flow auxiliary hydraulics. It is available with either a standard or high flow circuit. The standard flow hydraulic pump delivers fluid at a rate of 15.1 gallons (57.2 L) at a system pressure of 3,300 pounds per square inch (PSI) (22,737 kPa). The high flow pump delivers 30 gallons (113.7 L) per minute (GPM) at 3,300 PSI.

The 228 was given a 6BZ serial number prefix.

Based on data from the sales database of Ritchie Bros. Auctioneers, it is estimated that more than 500 Caterpillar 228 skid steer loaders have been produced.
